Summary:
Error message: "Operation failed. Error code = 54, Error message = Cannot get access to device or open volume" during the creation of the Bare Metal Recovery Media

Cause:
- Device file system is locked by another process and can’t be handled
- Device can’t be mounted – can’t assign drive letter or unmounted – locked
- Device is not suitable for Bare Metal Recovery Media
Solution:
- Ensure that Windows ADK and Windows PE are properly installed
- This may require an uninstall and reinstallation of the software

- Format USB flash drive to FAT32
- Mount device volume to another letter
- Temporarily disable Antivirus and other software protection
- Make sure no software is using the USB flash drive
- Problem could be caused by monitoring and scanning software
- Check if you have necessary read/write permissions to access the device
The following workaround is also available: Try another USB flash drive
