Summary:

Error message: "Operation failed. Error code = 54, Error message = Cannot get access to device or open volume" during the creation of the Bare Metal Recovery Media

This article applies to:

Cause:

• Device file system is locked by another process and can’t be handled
• Device can’t be mounted – can’t assign drive letter or unmounted – locked
• Device is not suitable for Bare Metal Recovery Media

Solution:

• Ensure that Windows ADK and Windows PE are properly installed
  • This may require an uninstall and reinstallation of the software

• Format USB flash drive to FAT32
• Mount device volume to another letter
• Temporarily disable Antivirus and other software protection
• Make sure no software is using the USB flash drive
  • Problem could be caused by monitoring and scanning software
• Check if you have necessary read/write permissions to access the device
